Hawaii TLA Rates
Hawaii TLA (Temporary Lodging Allowance) rates are updated for every Fiscal Year by the Defense Travel Management Office. The TLA is basically the per diem of the military given to military service members while occupying temporary lodging OCONUS or overseas.
Contrary to what you might have thought, Hawaii and Alaska are considered OCONUS. This is because Hawaii is not a part of the contiguous United States. Do not get this mistaken with the foreign countries though. OCONUS doesn’t mean foreign countries. It consists of states like Alaska and Hawaii as well as Guam, American Samoa, Puerto Rico, and the U.S. Saipan.
That said, Hawaii temporary lodging is considered as OCONUS and you will be given TLA, not TLE (Temporary Lodging Expense). The rates vary from one locality to another.

Note: The locality payments are updated at the start of the Fiscal Year. This means the Defense Travel Management Office updates on TLA rolls starting from October 1st of every year and runs through September 31st the following year.
